Can Humans Be Inherently Good or Evil?

While I think it's possible for humans to be inherently good or evil I think it's incredibly rare. It's rare for people to have a genuine premeditated proclivity for good and evil. When we do seem to see someone like that the culture latches on to them which makes it a more prevalent phenomenon than it actually it is. What do you think?
